Workforce Planning Manager, Inside IR35

Contract Term: 12 Months

Contracting Authority: DWP

Location: Hybrid (Manchester, Sheffield, Newcastle, Blackpool, Leeds)

 

Summary of the Role and key responsibilities
Digital group is organised in to Communities of Practice, which are groups of people with similar or closely related skills, experience and job responsibilities, so they can easily collaborate, share ideas and skills in order to build their capabilities and achieve better outcomes.

Role Summary
Practice Support Managers in DWP Digital are responsible for supporting and building capability within their Practice communities. They work closely with the Head of Practice and Heads of Role to co-ordinate recruitment, identify suitable learning and development opportunities, support the organisation of practice events, including measurable outcomes. The role will primarily lead the co-ordination of the end-to- end recruitment process for the Data Practice but there may be times when there will be the requirement to support on other areas of the team.

Key Responsibilities

  • Liaise with all relevant stakeholders to support the recruitment process.
  • Shape the demand profile for individual capabilities by understanding what skills are available today and informing planning for future demand.
  • Use demand data to plan and forecast recruitment campaigns
  • Identify and share best practice relating to optimising effectiveness and accuracy of job adverts ensuring alignment to job role profiles.
  • Implement and maintain a standardised approach to resource management that is compliant with the instructions provided by the central capability team.
  • Maintain accurate records and MI relating to the recruitment of new members, including recruitment metrics.
  • Maintain accurate visibility of resource profile, capability and availability to support deployment and resource demand forecasting.
  • Ensure new members are inducted in to the Practice, liaising with central recruitment team and vacancy holders where necessary to facilitate onboarding.
  • Monitor slippages within the recruitment process to maintain and improve Practice recruitment objectives and KPIs.
  • Build capability and employee engagement within the Community of Practice.?
  • Be an active member of the Digital Practice Support community, driving and leading opportunities to share knowledge and develop a strong community presence.
  • Work in partnership with the Digital Capability Team to shape, understand & communicate the strategic objectives & frameworks of the Practice Model across DWP Digital, and then apply these to accelerate performance and quality across the community. This is achieved by championing common standards, common ways of working, common resources and creating a strong identity for the community of practice.
  • Develop and maintain reporting tools, templates and processes which provide effective MI reports to Heads of Practice and Heads of Roles.
  • Help to identify and implement key performance metrics to drive continuous improvement to practice maturity.

Additional ad hoc duties as required.

  • Help to plan and organise community events (with both internal and external stakeholders).
  • Play an active role in the Practice community, helping Job Families understand the bigger picture beyond own area, encouraging collaborative cross-Practice delivery, providing professional support and helping build capability.

Technical Skills required.

  • Ability to use data to inform planning and forecasting
  • Ability to analyse and use a range of relevant, credible information from internal and external sources to make strong recommendations and support decision-making
  • Ability to apply different methods to develop a plan and be able to monitor and report on complex internal and external dependencies.
  • Well-developed communication skills, with demonstrable experience of understanding different internal and external audiences and how this knowledge has been used to ensure the tone, language and format of communication is easily accessible and understood

Knowledge and Experience required

  • Knowledge of the DWP Recruitment Process would be advantageous.
  • Proven ability to identify and build long-term, strategic relationships with all relevant stakeholders (internal and external) in order to deliver successful business outcomes;
  • Experience of using organisational insight to identify and help to grow or recruit?relevant skills?accordingly in line with business needs;
  • Ability to inspire and motivate others to be fully engaged in their work both within their team and across the wider community.
