Senior Data Architect - Inside IR35

Contract Term: 12 months   

Contracting Authority: DWP

Location: Manchester, Leeds, Birmingham, Sheffield, Newcastle or Blackpool (2-3 days per week in office)

The Department for Work and Pensions (DWP) is responsible for welfare, pensions, and child maintenance policy. Description:

  • Lead the definition of data architecture best practice and operate against it such that the principles, patterns, and standards are embodied within product and service deliveries to ensure that the data strategy is realised. Ensuring that our requirements for data acquisition, processing and eventual disposal support and are justified by desired business outcomes.
  • Designing the logical storage schema and interface resource definitions (and contracts) in solution designs in both the operational and analytical landscapes.
  • Ensuring data discoverability, availability, integrity, and regulatory compliance in solution designs.
  • Ensuring a rich metadata landscape such that our data assets are well described with transparent quality and lineage.
  • Data architecture considerations of initiatives such as distributed data storage, data integration, service migration and external data exchange.

Data Architects participate in:

  • Product delivery project teams (both operational and analytical).
  • Development of the Architecture Practice and community.
  • Solution design advisory and governance forums.
  • Data-centric technology choices.

Work closely with:

  • Other Government Departments to inform a cross-government data strategy.
  • Office of the Chief Data Officer to ensure Data Architecture Aligns to Departmental Data Strategy, Policies and Legal and Regulatory Obligations.
  • Data Domain Architects to define data architecture patterns, principles and standards, provide data oriented governance and select data-centric technology choices
  • Solution and Integration Architects to ensure data aspects of solutions such as storage schema and API and Event resource definitions align to the Data Reference Architecture.
  • Data Scientists and Data Engineers to realise analytical outcomes from our data assets.

Responsibilities:

  • Lead on a particular aspect of improvement to the data architecture or a particular business initiative requiring complex design and decision making such as service transition support. Work closely with technical architects and business stakeholders to architect solutions in the data domain based on user, technical, security and regulatory requirements.
  • Create ideas within feasibility stages, considering and identifying risks, identifying viable solution options offering value for money delivery.
  • Shape propositions and suggests viable solution options.
  • Resolve complex technical design conflicts through stakeholder engagement and negotiation, presenting recommendations to senior stakeholders and governance forums.
  • Own technical design documentation, Design standards, Metadata and Data Quality and adherence and compliance across the team.
  • Ensure that designs are fit for purpose (with emphasis on performance, volumetrics and costs), clearly understood and meet the strategic direction of Technology.

Postgres, SQL tuning, Kernel tuning, explain plans, Patching and upgrade, Meet Recovery Point Objectives, Meet Recovery Time Objectives, L2/L3 Database Build, Partitions.
  • Data Platform - Design and Build, Oracle data platforms, Data Analytics, DB2 Database Management System, MongoDb Application Database, SAS Data, Informatica Data Management, Application Hosting Demand management and forecasting, Data Centre Security (including security products and countermeasure techniques e.g.. Firewalls, Server hardening), Operating systems (including Microsoft Windows and Redhat Linux), Sizing and Scaling Data Platforms based on Applications (Functional and Non-Functional Requirements), Firewalls, Server Hardening, Encryption and Authentication Techniques, Data Platform Operations, Oracle, IDMSX, DB2, Ingress, Sizing and Scaling Data Platforms to meet demand, Security Products and Countermeasure Techniques, Influencing Design and Engineering Decisions Around Data Platforms, Knowledge of Operation Techniques to Support Data at Protective Marking Levels.
  • Working at a senior level in an Enterprise Data Warehouse team in a large complex organisation, such as a bank or financial services.
  • Proven work experience in data architecture and data modelling including reverse engineering models from data.
  • Expert level knowledge of industry best practices for database development and administration of relational and multi-dimensional database design.
  • Good understanding and experience of delivering under multiple methodologies (e.g. agile, waterfall, fail fast).
