SCADA Consultant – Scope and Justification
This document has been created to define the requirement for a SCADA/PLC engineer to provide professional consultancy services to Heathrow Engineering. The department in need of these services is Specialist Systems who are responsible for, among other systems, the Heathrow Engineering Automated Remote Telemetry (HEART) system. This HEART system is a Supervisory Control and Data Acquisition (SCADA) system comprising of Allen Bradley PLC hardware and Ovarros PRISM SCADA application.
Problem Statement
Heathrow Engineering – Specialist Systems currently have multiple faults that fall outside of their in-house engineering teams capabilities. These jobs have been categorised as two types, SCADA top end issues and PLC Hardware/Software issues. The latter will form part of this scope.
Services Required
Heathrow Engineering – Specialist Systems need a SCADA/PLC Engineer to assist with the strategy of resolving these faults. The selected engineer will be asked to review the outstanding issues and create a strategy to address both the short-term fault and the identified skills deficiencies within the internal team. The success of the selected engineer will not be gauged by the number of issues resolved, but by the strategy created and delivered to address the skills gap, thus providing a long-term solution to the complex problems. The selected engineer will also be tasked with consulting on current training provisions and advising the Operations Manager on training best practices.
Skills Required
The selected engineer will need an in-depth background of PLC works ranging from maintenance, design and project management. We are looking for a very experienced engineer to share their knowledge to upskill a high performing team, and use their experience to help develop an upskilling framework.
The selected engineer will need a mix of the following skills
• Practical on job PLC experience, including fault rectification and design
• An in depth understanding of Allen Bradley SLC500 series PLC’s and associated ladder logic
• Experience investigating a complex mix of PLC hardware, PLC programming and Communication (both serial and digital) issues
• Experience working on large scale business critical systems
• Demonstrable experience of performance and process improvement
• A desire to share their knowledge, train and mentor others
• It is desirable for the selected Engineer to have previous experience of developing a team of PLC engineers
