Communications & Stakeholder Engagement Manager - (Inside IR35)

Contract Term: 12 Months

Contracting Authority: Cabinet Office

Location: Remote However, Candidate will be expected to attend one of the following office sites on an agreed flexible basis London, Bristol, Glasgow, York

Every year, in central and local government, defence, education, in health and beyond, some 300bn is spent on public procurement in the UK and it is important that this spending delivers the best outcomes for taxpayers

The Transforming Public Procurement Programme is working to completely overhaul the procurement rules that govern how this money is spent. The new regime will drive improved commercial outcomes, increase innovation and reduce red tape by removing complex and unnecessary bureaucracy.

Comprehensive and coordinated stakeholder engagement together with a funded programme of easy-to-access learning and development will be key to embedding the changes in procurement practice so that the full benefits can be realised.

We are looking for an exceptional person who has an excellent track record of delivering high quality stakeholder management, as well an ability to confidently communicate with a broad range of stakeholders across the public sector.

This role will provide the successful candidate an opportunity to further develop their stakeholder management skills, as well offering a chance to hone skills around embedding cultural and behavioural change and to better understand how government policy is developed and implemented.


As a Communications & Stakeholder Engagement Manager, your main responsibilities will be: 

  • Lead and oversee project management and delivery of operational communications and engagement activities, ensuring all content is appropriate for a range of audiences using visuals, email, video, social media and online, newsletters, engagement events - and monitor and evaluate their effectiveness.
  • Have the ability to identify, analyse and communicate with stakeholders using a variety of channels and methods to ensure those impacted by the changes are engaged effectively throughout the life of the Programme.
  • Have excellent relationship management skills, strong verbal and written communication skills, and experience of influencing at all levels to ensure stakeholders are engaged effectively.
  • Identify and recruit communications partners/ channels to help amplify and extend key messages, including securing attendance at external speaking events
  • Be driven, focused, and able to deliver at pace in a complex and often-changing delivery landscape.
  • Ensure communications and engagement activity and messaging are relevant to stakeholder audiences and cut through effectively.
  • Manage and monitor key products such as stakeholder maps and forward activity plans, ensuring delivery matches strategic intent.
  • Support G6 team leader to devise overarching stakeholder communications and engagement strategies and monitor and ensure delivery against agreed plans.
  • Managing the Programme stakeholder database and associated systems and processes to ensure accurate targeting and adherence to GDPR requirements.
  • Lead on administrative tasks such as mailbox monitoring, events logistics and media monitoring

 

Essential Criteria:

  • Leading or managing delivery of multi-channel operational, project or stakeholder communications campaigns, including via email, newsletters, design and print, social media, online and engagement events/webinars.
  • Experience of managing a range of communications channels Newsletters, events etc
  • Management of multichannel communication campaigns
  • Experience of drafting and Writing / Maintaining databases (Admin)
  • Creating or overseeing production of engaging written content including drafting, editing, and proofreading, commissioning
  • design, video and animation
  • Devising and maintaining stakeholder communications products such stakeholder maps, databases, and forward activity grids, and monitoring and evaluating stakeholder communications activity.
  • Experience of database management to drive marketing activity, including audience segmentation

 

Desirable Criteria:

  • Working in a change management or stakeholder engagement environment
  • Commissioning design and content production either in-house of via specialist agency
  • Using evaluation, lessons learned, and/or insight gathered to improve project or operational engagement activities - including managing audience surveys and data analysis and presentation.
  • Recruiting and working with communications partners and channels to deliver activity
  • Ability to work at pace and be resilient to changing circumstances.
  • Working with Press Office to devise media lines and input into proactive media activity.
  • Event management - either virtual or face-to-face
