We are looking for a Project Manager to join a small team part of a large organisation based in central Winchester. This person will provide customer focused, high quality estates improvement services on small projects concerning Tenants within the Winchester area.

This role will deliver the Estate Improvement Programme across the district, ensuring contractor compliance, service quality, resident satisfaction and value for money are maintained at all times. The Project Manager will also contribute to the improvement of the overall quality of estates and neighbourhoods and to support residents to get involved and make a positive contribution to their community. And finally, the Project Manager will support the management and monitoring of housing estate grounds maintenance and communal area service contracts to housing schemes across the district.

You will be required to:

  • Deliver the projects and schemes set out within the deadlines.
  • To manage the delivery of the agreed Estate Improvement Programme, including consultation and liaison with residents, members and other stakeholders, contractor supervision and monitoring and ensuring that key outcomes are achieved on all projects.
  • To liaise with colleagues, external contractors/agencies and stakeholders regarding the scoping and approval process for each proposal submitted, including how the improvement will be delivered, and ensure due regard is given to the strategic priorities, including those relating to carbon reduction targets, sense of community, empowering residents, and regeneration of housing estates.
  • To manage and deliver the improvement projects, including works specification, procurement, contract supervision, delivery to budget and timescales and final reporting, as well as addressing issues as they emerge.
  • To actively promote the Estate Improvement Programme to tenants and other interested parties across the district, encouraging them to come forward with suggestions for possible estate improvements for their communities.
  • To fully involve residents, local members and other stakeholders in agreeing achievable improvements in their community by supporting community events, attending public meetings (including with members) or other activities as appropriate.
  • To ensure that all works are undertaken in accordance with all statutory requirements, industry codes of practice and business procedures.
  • To maintain detailed financial records of all improvements to support and evidence tenant service charges as appropriate and to ensure any service charges accurately reflect services directly provided to specific schemes.
  • To manage the raising of purchase orders and paying invoices for all works.
  • To maintain detailed records of all Estate Improvement projects on the document management system and ensure this information is updated in a timely fashion.
  • To provide updates on the programme and spend against budget.

Excellent communication skills

Have experience working with residents/tenants.

Desirable -

Property Surveying experience
