Job Purpose:To manage key, high value ( 3 to 10 million per annum) waste contracts, support the development of waste management services and to plan and implement operational service developments.Main Duties and Responsibilities
1. To ensure that the services are delivered for the benefit of the people of Leicestershire.
2. To be responsible for maintaining effective partnerships and working relationships with statutory, voluntary, private agencies, District & Borough Councils and communities to promote and meet the Council's and Department's services and objectives.
3. To ensure activities are delivered in the most efficient and effective manner as possible.
4. To be responsible for technical advice to Members, partners, customers and stakeholders to ensure appropriate communication and dialogue takes place; including writing reports.
5. To support the performance management of services and teams through the departmental business planning process to drive continuous improvement in the delivery of Departmental and Service outcomes; monitoring and reporting on progress as required.
6. Manage key waste contracts, including Treatment, Recycling, Energy from Waste (EfW) and Landfill contracts.
7. Lead major service development and procurement exercises.
8. Prepare contract documentation, including contract specifications and invitations to tender, in accordance with EU legislation and County Council procedures.
9. Manage and monitor relevant waste budgets.
10. To deputise for the Team Manager as required.
11. To assist with the management of directly delivered services particularly haulage operations as required.
12. If necessary, manage a team, developing their skills and competencies to support changing priorities, and keeping the capabilities of the service current with business requirements.
13. Define requirements for business systems, data collection, reports, and information analysis to ensure control of the business area.
14. To participate in recruitment, induction, training and development programmes to help develop the service and ensure it has the skills it needs to deliver its forward programme.
In order to be considered for this position, you will have:
Relevant Degree; or substantial equivalent experience in contract procurement and contract management
Ideally, you will be a member of the Chartered Institute of Waste Management (MCIWM)
Ideally you will have COTC or equivalent (or willing to work towards)
Significant experience in the procurement and management of waste contracts (or contracts of a similar nature)
Budget management, forecasting and reporting for significant value budgets
Managing and developing a team of staff (including operational staff)
Interpreting and writing technical and non-technical reports and providing technical advice to stakeholders, including to senior managers and elected members
