Scope
The initial Data & Information Strategy Implementation Programme includes 5 work streams, which is likely to last 3 years. Further streams will be added at later stages of the programme.
These 5 work streams are proposed to be:
Stream 1: Modern Data Platform Technical Solution
Stream 2: Data and Information Foundations (delivering the wider data and information capabilities)
Stream 3: The Business Intelligence Strategy
Stream 4: Data and Information Skills
Stream 5: Data Ethics Framework
Background:
The current Data warehouse platform has been developed over the past 5 years and provides a valuable service to the organisation. It is based on on-premise technology, which requires maintenance and technical management. Extending the capabilities of the current platform requires significant effort.
The platform has been analysed, and the following limitations have been identified:
Technical Scalability: We have seen the benefits of a scaleable cloud based solution for some of our integration services. Given the demands on the data platform, captured through the analysis work done to date, we need to migrate the data platform to a similar solution and introduce automated and enriched software tools. Without this, the current solution cannot scale to meet the forecast demands from the business in an affordable way.
Strategic Alignment: The Data strategy recognises the lack of governance as the key limitation in our organisation and proposes 5 key areas of work, 4 of which are focused on organisational structure, data management and governance foundations, responsible data and data skills. The last focuses on business transformation through automating processes and being data-driven through analytics. This will need a uniform Data platform.
This platform requires to provide the following capabilities that are missing on the current platform:
- Predictive, prescriptive and augmented analytics
- Self-serving Data Analytics
- Metadata and Master Data Management
- Tools to support Data Governance
The project aims to develop a unified data platform to enable the delivery of the organisation data strategy, which will deliver business agility for Data services, modernise data management capabilities and provide a platform to collect and analyse learner data enabling insight and actions.
Key background:
- Minimum 5 years history as a Project Manager
- Relevant Project Management qualification (i.e PRINCE 2)
- Minimum 3 other projects delivering a Data Warehouse solution
- Strong verbal and written communication
- Public sector experience would be highly advantageous
