CAPITAL DELIVERY PROJECT MANAGER The combined One Team of Brentwood Borough Council and Rochford District Council is looking for an experienced capital delivery project manager to specify and delivery several major and minor capital works projects from feasibility to delivery stage. Experienced in managing and undertaking the capital delivery process from initial feasibility and preparing project briefs, through to appointing design consultants, preparing tender documentation, procuring and appointing consultants and contractors and then managing the works on-site, the Council is looking for someone with knowledge and skill to undertake this role, with experience preferably within a public sector setting. Working across both Council’s and reporting to the Corporate Manager – Assets and Regeneration, the successful person will have extensive project management experience (preferably backed-up with qualifications and training) who is comfortable working on both small and large construction and maintenance related projects. This temporary role (min 6 months and longer) would suit someone looking to work 4-5 days per week, 2-3 days of which will be within the Brentwood and Rochford area of Essex. The role would suit someone with technical knowledge of work related projects, excellent project management skills with ability to write technical specifications and reports, conduct feasibility studies, ability to provide financial and work s related information, as well as management of contractors and conducting site visits. To commission, procure and manage capital and revenue small construction and maintenance works projects on behalf of both Council’s, in accordance with the specification and project programme. 3. To positively contribute to the end-to-end process of delivering capital projects.. 4. Work in conjunction with appointed contractors to ensure works are delivered on time and in accordance with project outcomes. 5. Provide the day-to-day liaison and reporting between the Council’s and appointed contractors with regards on-site delivery / activity, health and safety requirements and positive project outcomes. 6. Manage budgets and provide financial reporting associated with major projects, as that relate to both Brentwood Borough Council and Rochford District Council (combined c£5m-£10m) MAIN RESPONSIBILITIES 1. Prepare feasibility studies and business cases that help secure capital investment for major works and regeneration schemes. 2. Manage the appointment of contractors with regards major capital works to ensure works are delivered to required outcomes. 3. Develop and produce work related specifications and project briefs in respect of major and minor capital works, ensuring they reflect technical requirements and compliance. 4. Management of the procurement process for major works, including the drafting of adverts, tender documents and all relevant technical data. 5. Manage the process of the appointment of technical consultants and professional services required to assist in the drafting of external technical advice. 6. Ensure on-site works are effectively managed, documenting any adverse issues, variances or risks. 7. Prepare updates on capital works progress, financial information and contractor performance. 8. Liaise with Planning and Building Control officials to ensure relevant documents required for planning and building control approvals are in place. 9. Manage health and safety legislative requirements and compliance to ensure these are met with regards the delivery of major capital works. 10. Prepare specifications, project briefs and contractual documentation related to contractor appointments and associated works. 11. Assist in the gathering of data including on-site surveys, detailed technical drawings and condition information. 12. Receive programme updates from appointed contractors and ensure staged payments are followed in accordance with the specified works programme. 13.
