Description Purpose Of The Post Provide a comprehensive surveying, maintenance and monitoring service to the level expected of a Chartered Surveyor, ensuring that land, buildings and properties remain safe and operational. Carry out inspections and condition surveys and prepare reports, including defect diagnosis with priorities, recommendations and costings, breaches of legislation, inadequate fire precaution measures and DDA issues. Prepare reports, estimates, specifications, drawings and works schedules for quotations or tendering purposes in relation to maintenance work for properties being maintained within PD&M. For Whom : None directly but may be responsible for agency staff, consultants and other staff as directed by the Service Manager
Main Responsibilities Service Delivery Management: Under the general direction of the Building Surveyor, carry out the following duties and responsibilities associated with the surveying, maintenance and monitoring of assigned projects: Provide building surveying for the maintenance and management of buildings, providing a comprehensive surveying and monitoring service to ensure that the properties are safe, comfortable and fit for purpose. Carry out programmes of inspection and surveys of internal and external buildings. Provide detailed reports including defect diagnosis with priorities, recommendations and costings, breaches of legislation, inadequate fire precaution measures and DDA issues etc. Carry out termly meetings to discuss any issues, work requests or complaints and agree solutions, action plans or other actions. These meetings are to be planned, minuted and suitably documented. All actions are to be allocated, targets are to be set and reviewed on a regular basis. Issues are to be escalated if not resolved according to targets and/or the customers satisfaction. Provide technical advice on the feasibility, practicality and estimated costs of proposals submitted by council officers and customers. Contribute to discussions at the design stage of new developments and major repairs programmes, particularly on materials to be used, in order to minimise future maintenance liabilities. Authorise the repair and maintenance of buildings and monitor progress ensuring that the appropriate standards and quality of workmanship are achieved. Prepare detailed reports, schedules, specifications, drawings, diagrams and estimates relating to both minor and major works including routine repairs, conversions, preventative maintenance, adaptations, refurbishment, improvements, alterations, demolition and redecoration. Work with the council officers and customers to ensure that they are aware of their maintenance needs and priorities and develop and deliver programmes to address these. Out of Hours Emergency Call Out Service: Provide an out of hours emergency call out service on an agreed rota system. Resource and budget management: Record and monitor regularly the cost of repairs compared with the approved budget and the speed of response by staff and contractors. Accountability for decision making and ensuring compliance: Authorise the repair and maintenance of buildings and monitor progress ensuring that the appropriate standards and quality of workmanship are achieved. Work with the council officers and customers to ensure that they are aware of their maintenance needs and priorities and develop and deliver programmes to address these. Ensure that all work undertaken complies with relevant statutory legislation, codes of practice and professional guidance documents and statutory regulations including Building, Planning, Listed Building, CDM, Health and Safety at Work, COSHH and the Council’s Code of Practice for contractors working in or on Council establishments. Ensure all work complies with the Council’s Constitution, rules, policies and procedures and departmental instructions. Ensure compliance with most recent CDM regulations, assuming the Principal Designer Role as required. Procurement and Contract management: Assist in the preparation of consultant briefs and appointing and managing consultants, both internal and external. Project management: Manage the effective project management processes of assigned projects, applying approved project management techniques. Ensure asset collection is carried out and obtained for each project and that the data is entered onto the council Corporate Asset Management System. Communication: Ensure effective communication and coordination between all disciplines, parties and teams involved on programmes / projects. Maintain regular contact with project clients to ensure the best possible development of professional relationships to keep clients satisfied with the service. Strategy and Policy development: Contribute towards the review and development of strategies, policies and systems, aimed at securing Best Value in service delivery. Minimum building interventions: Escalate to the Client immediately any requirement for immediate approval of minimum building interventions to make safe dangerous situations discovered while attending site visits. Asset management responsibilities: Participate in the introduction and development of processes and procedures, as required by the Client, including IT based systems to improve the efficiency of asset management, specifically contributing towards updating and maintaining the Councils Asset Management Database using the specified asset management software. Capture and transfer accurate project and asset data, warranties etc. at the end of the project into the councils Corporate Asset Management System (CAM) System to allow other PD&M teams and customers to manage their buildings effectively. Work with colleagues to ensure that survey results are rigorous and are accurately entered into the Corporate Asset Management and other software and necessary reports/outputs achieved. This will include developing an ability to use this software to extrapolate and interrogate condition reports as necessary. It may also require aligning working practices to ensure effective utilisation of the asset management software. Work with the section Property Data Manager and CAD technician/other colleagues to alter and adapt, or create new when necessary, scale drawings for all sites surveyed to make them reflect reality and ensure that the Corporate Asset Management software is up to date. Ensure continuity of service: During absences make effective arrangements for the continuity of service provision. Undertake other duties as required, responding to Service priorities as they arise, as instructed by your line manager. Understand and comply with the City Council’s environmental policies. Comply with all Health & Safety policies and legislation in performance of the duties of the post. Work with information technology and associated systems in accordance with the City Council’s policies & procedures. Comply with standing orders, financial regulations and Departmental instructions. Carry out duties and responsibilities of the post in compliance with the City Council’s Equality and Diversity policy. Take part in the Councils Managing individual Performance Scheme. Undertake mandatory E-learning courses and other training as requested by your line manager, Head of Service or Chief Officers.
